Passenger non compliance with safety regulations, policies and instructions

Passenger non compliance with safety regulation, airline policies and safety instructions/briefings can adversely impact levels of safety during both normal and emergency operations.

Examples include; smoking/vaping onboard, not fastening seatbelts when required, tampering with placards or equipment, tampering with or damaging aircraft fixtures and, disrupting delivery of the safety demonstration through inattention or talking.

Unintentional noncompliance results when a passenger is not aware of the safety regulation or policy due to lack of information, or non-enforcement of policy by airport or operator staff.

Intentional noncompliance, where the passenger is fully aware of the regulation or policy and does not comply, is deemed to be low level unruly passenger behavior.
